The Emergency Operations Unit of the Special Operations Division is responsible for responding to and assisting the various Sheriff's Department station houses and contract cities in resolving emergencies of a critical nature. These emergencies include criminal activities; terrorists acts, missing persons, natural disasters, hazardous material events involving criminal acts, and any other unusual events that require additional expertise and/or specialized equipment. Members of the Emergency Operations Unit are specialists in the Incident Command System of the Standardized Emergency Management System and are tasked to provide support and assistance for Incident Commanders when a command post is activated.

This unit is also responsible for coordinating department training in the area of Weapons of Mass Destruction, the Incident Command System, Incident Response to Terrorists Acts, Patrol Training and conducting tactical drills and exercises.

The Emergency Operations Unit maintains a variety of specialized vehicles with which to respond to emergency situations. These vehicles include a state-of-the art Mobile Command Van. This vehicle contains a variety of radios and computer systems that enable the Sheriff's Department to communicate with most public safety agencies in Northern California. These systems also include the ability to interface with the California state satellite communications system. In 2002 this vehicle received statewide honors for its innovative design and functionality.

Other vehicles and equipment available for emergency response include two specially equipped cargo utility trucks, a surplus military two and-a-half ton cargo truck, a portable generator with flood light capabilities, and other equipment used in establishing a command post. These vehicles and associated equipment are available 24-7 and can respond to any incident where public safety is threatened.
