At approximately 11 AM on Wednesday, January 24, 2024, Deputies responded to the area of 18th Street and Elkhorn Boulevard in Rio Linda regarding a trespassing call.  While on scene, a Deputy was waved down about an unrelated carjacking that just occurred a few houses away.  An adult male, later identified as 23-year-old Brenden Waterman, physically assaulted an adult female and tried to stab her with a screwdriver while trying to steal her vehicle.  Waterman attempted to pull the victim into the vehicle, but she was able to break away, and Waterman drove away in it.  As the Deputy exited his patrol vehicle to speak to the victim, Waterman emerged in the victim’s vehicle and drove toward the Deputy.  The Deputy fired one round toward the vehicle and moved out of its path.

Waterman led Deputies on a short pursuit when he lost control of the vehicle, hit the center median, and crashed into an oncoming civilian vehicle.  Waterman then ran on foot into a residence on the 6800 block of 18th Street.  The sole resident inside the home ran outside, and Deputies set up a perimeter around the house.  Both the carjacking victim and civilian motorist had only minor injuries and were not transported to the hospital. 

The Special Enforcement Detail (SED), Critical Incident Negotiations Team (CINT), K9, and several other Sheriff’s assets were dispatched to the scene.  Deputies attempted to make contact with Waterman for several hours but were never able to establish any communication or dialogue.

Waterman eventually exited the residence armed with a handgun when Deputies deployed less lethal shotgun rounds and a Sheriff’s K9 unit.  He was taken into custody without further incident.  Waterman had minor injuries from the K9 bite and the earlier vehicle crash and was ultimately taken to a hospital as a precaution.  He was booked into the Sacramento County Main Jail for several felony charges, including PC 215 – Carjacking; PC 245(a)(1) – Assault with a Deadly Weapon; PC 664/187 – Attempted Murder; PC 212.5(a) – First Degree Robbery; and other firearms related charges.  He is ineligible for bail and is scheduled to appear in court on February 1, 2024.

The investigation into this incident is still ongoing and will be conducted by the Sheriff’s Homicide Bureau and Professional Standards Division, which is standard practice for any officer-involved shooting that occurs in the Sheriff’s Office’s jurisdiction.  An independent review of the incident will be conducted by the Sacramento County District Attorney’s Office.  In accordance with the Sheriff’s Office policies and procedures, the Deputy involved in the shooting will be placed on administrative leave pending the investigation.
