Yesterday afternoon (August 27, 2025), just after 4 PM, North Patrol Deputies responded to an apartment complex on the 600 block of Howe Avenue for a burglary in progress. The female caller said someone broke her window and was trying to get in. Another caller stated a woman was being dragged into a black sedan by a male.
As Deputies began arriving on scene, one of the responding Deputies spotted a black sedan matching the description of the vehicle driving on Howe Avenue. The Deputy observed a male driver; but more suspicious, in the backseat, they saw a male who appeared to be sweaty and out of breath, along with a female. The vehicle pulled into a gas station, and Deputies detained the driver, identified as 33-year-old Andrew Afoa, as well as the male in the back seat, 42-year-old Thomas Abila. Fortunately, the female victim in the back seat was not injured.
Deputies quickly learned that Abila was the victim’s ex-boyfriend, and she had an active restraining order against him. Afoa, an acquaintance of Abila, arrived together at the victim’s residence, when Abila broke a window and Afoa kicked in the front door. Abila grabbed the victim by her hair and forcefully dragged her inside the black sedan, while Afoa grabbed the victim’s wallet. It was only moments later that Deputies located the vehicle driving away from the residence.
A records check revealed Afoa was on PRCS probation for felony hit and run. Both Abila and Afoa were transported to the Sacramento County Main Jail, where they were booked into custody on related charges. They are scheduled to appear in court on August 29.
