The Sacramento County Sheriff’s Office, working with the Sacramento Valley Hi-Tech Crimes/Internet Crimes Against Children (ICAC) Task Force, comprised of over 90 personnel from 21 allied agencies, concluded the three-day undercover operation, Operation SPF-13, in July, targeting adults who attempted to exploit children online.
Undercover detectives posed as 13-year-old (and younger) children on various social media platforms. During these communications, the undercover Detectives made their ages clear to the suspects. Suspects still directed the undercover to commit sexual acts, ask for and send pornographic material, and/or arrange to meet and have sexual contact.
13 suspects were arrested across Sacramento, Placer, and Humboldt counties on multiple felonies and were booked into jail in their respective jurisdictions. Some suspects traveled up to three hours to meet what they believed were children, and one arrived with more than 100 grams of methamphetamine. The most shocking was a suspect who brought his 14-month-old baby to the planned meet.
Arrests from operation SPF-13 included the following:
• Rocky Dykes, 36 years old (Rancho Cordova): Sent nude images to a decoy under 14, pushed to meet for sex, tried to flee on a bicycle and crashed; found with 100+ grams of meth packaged for sale.
• Hans Fink, 59 years old (Oakland): Drove to a park to meet who he believed was a 13-year-old for sex.
• Allan Cazun-Giron, 44 years old (Sacramento): Messaged a decoy under 13, arrived at a hotel intending sex.
• Amad Asim, 30 years old (Modesto): Booked a hotel room to sexually exploit a 13-year-old.
• Ramon Paz, 39 years old (Olivehurst): Planned to meet a 13-year-old and brought his infant; infant placed in protective custody.
• Joseph Bailey, 44 years old (Rancho Cordova): Explicitly described sex acts with a 13-year-old and came to a hotel.
• Roland “Ed” Bain, 40 years old (Sacramento): Arranged sex with a 13-year-old and was arrested at a hotel.
• Santos Rodolfo Pinedaamaya, 42 years old (Sacramento): Solicited anal sex from a 13-year-old; arrived with sexual paraphernalia.
• Justin Leonard, 37 years old (Rancho Cordova): Registered sex offender who arrived with sex toys to meet a 13-year-old; claimed he came for “pizza” and a shower.
• Robert Flores, 52 years old (Stockton): Chatted for hours acknowledging the “child’s” age, brought alcohol, and arrived to meet.
• Malcolm Tate, 31 years old (Oakdale): Offered cocaine, marijuana, and alcohol to a 13-year-old; arrived late at night with alcohol, marijuana, and condoms.
• Justin Mixon, 28 years old (Ukiah): Solicited nude images and attempted to meet a 13-year-old.
• Cameron Hoppas, 39 years old (Oakland): Continued chats after the operation and traveled over two hours to meet a child.
Representative charges among the arrestees include:
• PC 288.3(a) (contacting a minor with intent to commit a sex offense),
• PC 288.2(a)(2) (sending harmful matter to a minor)
• PC 288.4(a)(1) (arranging a meeting with a minor)
• PC 664/288(a) (attempted lewd acts with a child under 14)
• PC 664/288(b)(1)
• PC 664/311.4(c) (attempted production of child pornography),
• HS 11377(a)/11378 (controlled substances)
• PC 273A(b) (child endangerment).

The Sacramento County Sheriff’s Office and our regional partners with the Sacramento Valley Hi-Tech Crimes Task Force are committed to the safety of our children and our communities. ICAC Detectives will continue to deploy proactive investigative techniques to identify suspects who are downloading and sharing CSAM and participating in the continual physical and mental abuse of children.
Detectives urge parents, guardians, and caretakers to monitor their children’s online activity aggressively, talk openly about internet safety, and report suspicious behavior immediately.
